Cyber espionage is the use of software tools to obtain secret or private information about another government or business competitor. It relies mainly on the use of spyware and net bots, but also on social engineering.

In some documented cases, cyber espionage has occurred by national governments under the explanation of a need for national security. One interesting case Carnivore Network, an FBI system for wiretapping Internet communications across the globe, the FBI director reported cyber espionage was used only to get information from messages that were from or to delinquent accounts.
